I. Position Summary: The department chair is a member of the senior leadership of both the University of Massachusetts Medical School and UMass Memorial Health Care, Inc. S/he is responsible for the comprehensive leadership, management and stewardship of his/her department's mission related to patient care services, education and research. S/he is responsible for maintaining standards of excellence in these missions and for allocating departmental resources so as to achieve the objectives of both the clinical and the academic enterprises. In these capacities, the department chair has direct reporting responsibility to the Dean of UMass Medical School and the CEO of UMass Memorial Health Care system.

II. Major Responsibilities

1. Leadership • Establishes a vision for the department, and develops a strategic plan for achieving this vision and aligning departmental activities to accomplish this vision • Develops and implements a work plan to accomplish departmental goals • Communicates effectively such that department members and colleagues understand and accept departmental goals and strategies for achieving these goals • Fosters innovation in clinical care, research and teaching and serves as the institutional guide in the disciplines of obstetrics and gynecology. • Works collaboratively with other institutional leaders and colleagues to ensure an alignment between departmental and institutional goals • Embraces and implements health system goals and objectives • Develops clinical and academic budgets for his/her department, identifying opportunities for enhancing revenues and managing expenses • Monitors budgetary performance and determines appropriate corrective strategies (when necessary) to achieve the agreed-upon budgetary goals • Creates an appropriate balance within the department that provides support for its multiple missions of clinical care, education, research, and community service • Embraces data-driven approaches to quality improvement, and creates, motivates and supports teams within and outside the department • Manages change • Sets priorities and standards, manages disagreement, and arbitrates and resolves conflicts • Negotiates differences and uses problem-solving and conflict resolution skills • Encourages and supports diverse views and approaches, creating an environment of professionalism, respect, tolerance, and acceptance • Translates institutional goals for diversity into all departmental activities, taking positive steps to recruit faculty, staff and learners who reflect the diversity of the community and who examine and address health care disparities within their practices • engages in philanthropic and advocacy efforts; • Serves on and leads institutional committees as requested by the Dean and CEO

2. Clinical Care

• Articulates and models the importance of caring for patients, promoting health and curing disease for individuals and populations. • Assumes responsibility for all aspects of clinical care provided by departmental faculty and members of the medical staff credentialed by his/her department, including quality, staffing levels, call schedules, regulatory compliance, etc. • Reviews candidates for membership on the medical staff in OB-GYN and recommends qualified appropriate candidates to the Credentials Committee. • Conducts periodic reviews of members of the medical staff for the purpose of recredentialing • Oversees the development and implementation of clinical quality improvement plan for the department • Functions as a patient advocate locally and in the larger community • Seeks and supports new opportunities to enhance the clinical enterprise • Promotes compliance with professional billing requirements and with all local, payer and national regulatory requirements • Assumes responsibility for addressing the needs of the entire clinical community with respect to access to care, quality and safety of care, and effective communication across the medical staff.

3. Research/Scholarly activities

• Fosters an active and robust externally-funded research program of high distinction that involves students, residents, fellows, and faculty, both within the department and across the institution • Oversees the research enterprise in terms of direction of work, development and recruitment of faculty • Promotes and sustains a culture of inquiry, and values the scholarship of discovery, application, integration, dissemination and teaching • Fosters requests for outside funding, adherence to regulatory requirements and compliance with federal and granting agency guidelines • Identifies scientific research opportunities that are important to the mission of the department and the medical school; creates and/or supports departmental and interdepartmental research teams to explore these opportunities

4. Education

• Articulates a vision for the educational programs of the department as part of the larger mission of the medical school and the clinical system • Oversees the development and implementation of all departmental training programs, including required portions of the medical school curriculum, residency training programs and fellowships, and graduate programs to ensure high quality education and training programs that meet or exceeds the requirements of accreditation boards, regulatory bodies and auditors • Oversees the development of electives and enrichment programs that highlight innovation and cutting edge developments in OB-GYN • Oversees the recruitment of residents and fellows to ensure the acceptance of individuals with strong academic credentials and a genuine commitment to high quality clinical care • Values educational excellence and ensures that educational programs, learners, and teachers are evaluated for effectiveness and professionalism, providing resources and support as needed to ensure continual improvement. • Creates an environment of life-long learning, ensuring the participation of faculty and staff in continuing education

5. Faculty Recruitment and Retention

• Recruits high quality faculty with appropriate credentials in their disciplines, including women and individuals from diverse racial and ethnic backgrounds. • Assures that faculty are committed to participating in both the clinical and academic missions of UMMS and UMMHC • Provides faculty with timely and appropriate feedback and access to development opportunities to support their personal and professional growth • Provides mentorship to his/her faculty • Informs faculty members as to their status, rights and responsibilities and assures participation of faculty in personnel actions relating to their peers • Assures appropriate and timely administrative actions regarding faculty promotions, contracting and credentialing

6. Community Involvement and Development

• Provides leadership in community engagement • Fosters the participation of departmental faculty and staff in community activities • Provides leadership in fundraising events and activities; encourages the participation of his/her faculty and staff in such activities as appropriate.

III. Position Qualifications:

• MD or equivalent degree • Evidence of formal training for academic and/or clinical administration preferred • Unrestricted license to practice medicine in Massachusetts • Qualified by medical training experience • Qualified for the granting of clinical privileges at UMass Memorial • Federal DEA registration (where applicable) • Qualified as an active participating provider (when appropriate) for Medicare, Medicaid, and other managed care plans in which UMass Memorial physicians participate • Qualified for academic appointment at the University of Massachusetts Medical School at the level of Professor • Sufficient years of experience in relevant administrative and leadership roles; • Personal attributes that inspire trust and respect of faculty, trainees and staff
