Working Title:  Program Director

 

The position of Senior Extension Associate – Program Director within the K. Lisa Yang and Hock E. Tan Institute on Employment and Disability (YTI) in the Extension/Outreach Division of the School of Industrial and Labor Relations reports to the Executive Director.  The Senior Extension Associate - Program Director, Workforce Development is responsible for extension programming and administration within one or more focus areas. The Senior Extension Associate – Program Director is responsible for developing and delivering programs and services that are closely aligned with the strategic mission and core values of the ILR School, and for monitoring quality, impact, and outcomes of education, training, technical assistance, consulting and research activities of the program. The Senior Extension Associate –Program Director, Workforce Development will participate with other faculty in setting focus area goals and will annually set individual programmatic and budgetary goals with the Executive Director.

 

Senior Extension Associate is a non-tenure track, academic term position with initial appointment through 9/30/2020.  The position may be reappointed on the basis of recommendations by the appropriate Executive Director, Director and Associate Dean as well as available funding and work.

 

Project Related Emphasis:  This position provides a range of training, content development, organizational development, programming and administration primarily in the focus area of workforce development policies and practices and the Workforce Innovations Opportunity Act.

 

Specifically the Senior Extension Associate will:

 

YTI Specific Roles and Responsibilities:

  • Provide day-to-day oversight of sponsored projects and fee-for-service  programming in the area of workforce development policies and practices, including fiscal and overarching management activities.

  • Supervision and support of faculty and staff allocated to grant and fee-for-service efforts under this focus area.

  • In conjunction with respective teams, design and implement overall project evaluation across training, technical assistance, and research projects.

  • Develop, implement and monitor annual work plans to contribute to short-term strategic plan implementation.

  • Contribute to the design, implementation and evaluation of unit administrative, and management systems to streamline workflow and develop ongoing work plans including but not limited to weekly team meetings; monthly oversight of offsite contract personnel/partnering organizations; annual long-range planning meeting/retreat, etc.

  • Lead and contribute to quarterly, annual and project final reports for primary funding agencies; prepare information for project web-based reporting mechanisms.

  • Meet regularly with the Executive Director to provide updates on status of assigned projects, and provide support to assist with alignment of work roles and scope of work to be conducted.

  • Contribute to and lead collaborative grant writing.

  • Design and contribute to onboarding processes for new project faculty and staff, as well as support development of grant writing skills in new team members.

  • Develop news releases, and project-related articles for newsletters.

  • Engage in scholarly publication.

 

Strategic Focus and Alignment:

  • Align project work efforts with the strategic goals and values of the ILR School.

  • Stay informed and wellversed about a broad range of best practice and/or advances in knowledge in the designated thematic area including policy and globalization impacts.

  • Identify key client/stakeholder groups to be served, and tie program/service content to the needs and interests and long-term goals of those groups.

  • Develop and maintain a network of relationships which can be  drawn from to build understanding of the major forces shaping the needs, positions and actions of key client/stakeholder groups.

  • Maintain knowledge and skill in an academic field related to the workplace through teaching, training, consulting, program development and/or applied research activities.

  • Write articles for scholarly peer-reviewed publications, trade and practitioner/advocacy journals. 

 

Financial Management:

  • Ensure the financial integrity and viability of the thematic program area.

  • Proactively seek new clients and new external sources of funding for outreach and research activities.

  • Participate in grant writing as appropriate.

  • Recommend to the Executive Director shifts in programming in response to changes in the economy, unanticipated financial challenges and/or opportunities to maintain a competitive thematic area edge of excellence.

 

Team Building:

  • Responsible for supervision of faculty and staff as assigned for thematic area.

  • Contribute to and role model teamwork in the ILR School and more broadly at Cornell and stimulate the members of the focus area to work together effectively in pursuit of shared goals.

  • Identify approaches to keeping the ILR Outreach vision, mission, and values in the forefront of our practice and ensure that all focus area team members feel valued, appreciated and effective.

  • Actively participate in annual goal setting and professional development discussions and performance reviews with staff and faculty in the assigned focus area.

  • Actively participate in monthly meetings of the focus area faculty.

  • Model academic excellence by staying personally informed about a broad range of best practice and/or advances in knowledge in the focus area of workforce development policies and practice.

  • Regularly engage in ongoing YTI management meetings.

 

Overall Effective Program Management

  • Provide recommendations to the Executive Director regarding project staffing needs.

  • Work cooperatively and collaboratively with the Executive Director and Administrative support leaders to assess and improve administrative infrastructure.

  • Meet regularly with the Executive Director to provide an update on projects' timeliness in relationship to planned execution, relevant new opportunities and/or possible collaborations, etc.

  • Contribute to annual reports and highlights on behalf of the focus area by preparing a summary of activities.

  • Other duties and projects as assigned by the Executive Director.

 

Required Qualifications:

  • Advanced degree in related subject matter expertise (industrial and labor relations, employment or labor law, human resources/management/business, organizational behavior/change, economics, workforce development, vocational rehabilitation, occupational medicine/workplace safety and health, education, diversity/inclusion, etc.).

  • Demonstrated relevant professional leadership and network development at the state, regional, national, and/or international areas in relevant professional, trade, policy, or public networks.

  • Minimum of six to eight years teaching related courses in college-level environment, conducting training to relevant target audience, and/or conducting research in the focus area.

  • Minimum of three to five years of experience providing information dissemination through the use of in-person, print, and electronic mediums.

  • Demonstrated writing ability and scholarly record in the focus area (articles in peer-reviewed journals, articles in trade publications, practitioner journals, research and project reports, informational brochures, policy briefs, etc.).

  • Minimum of three to five years demonstrated experience in promoting focus area program teaching, consultation, and research services to regional, state, or national networks through the use of in-person, print, and electronic mediums.

  • Demonstrated experience in leading teams and mentoring, coaching, and supervising teaching and/or research personnel and graduate students; five to seven years preferred.

  • Three to five years of successful grant writing and grant management experience.

  • Minimum of three to five years of experience in scholarly publications—including publication in leading disciplinary journals and/or manuscripts/reports.

 

Preferred Qualifications:

  • Terminal degree in related subject matter expertise (industrial and labor relations, employment or labor law, human resources/management/business, organizational behavior/change, economics, workforce development, vocational rehabilitation, occupational medicine/workplace safety and health, education, diversity/inclusion, etc.).

  • Minimum of five years demonstrated experience in large project management (e.g. several staff and budgets exceeding $500,000).

  • Professional credentials in disciplinary area, such as appropriate state and national licensure, certifications, etc.

  • Minimum of seven or more years demonstrated experience in successful grant writing and grant management.

  • Minimum of five years of experience with distance learning.

  • Minimum of seven years of experience in scholarly publications—including publication in leading disciplinary journals and/or manuscripts/reports.
