Position Description:

Objective: Provide overall administrative management and coordination of a variety of administrative functions including finance, budget, personnel, space and facilities planning, grant administration, academic support and policy interpretation within the Department of Electrical and Computer Engineering. Financial /Grant Management: Plan department budget needs and analyze program plans on both short and long range basis, including projecting levels of support from multiple funding sources. Present in-depth analysis to Chair of Department. Monitor, verify and reconcile expenditures on all ECE departmental codes. Prepare financial statements reflecting status of programs and activities. Responsible for budget development, variance reporting and expense monitoring. Manage the faculty summer supplements and salary exchange programs. Provide departmental approval for expenditures (e.g., as travel reimbursements, accounts payable, miscellaneous reimbursements, purchase orders, etc.). Monitor expenditure and funding status of the Department's sponsored projects to identify, correct and notify potential deficits in fund codes. Human Resources: Advise faculty and staff on pay issues, affirmative action requirements, classification issues, performance appraisal, and employee relations issues; maintain liaison with the Pratt School of Engineering human resources manager and other appropriate offices and departments to respond to personnel problems, issues, and special requests and to facilitate personnel actions. Coordinate and manage recruitment, screening, and interviewing of applicants for ECE positions; provide guidance on selection and placement of employees in positions to achieve departmental objectives; ensure departmental compliance with EEO and other applicable requirements. Interpret personnel policy intent and/or acceptable management practices to ensure fair and consistent application of University policy. Work with the Pratt School of Engineering human resources manager. Determine budgetary impact of salary actions and assist management with annual salary budget planning and staffing requirements. Advise faculty on appropriate visa classifications for new employees and work with payroll specialist to ensure a realistic start date. Approve appointment, reappointment, and salary letters for all positions (with the exception of graduate students) within the Department. Supervise, organize and prioritize the work of the ECE payroll specialist, finance team, space and facilities, and central office support staff. Faculty Recruitment and APT: Manage the faculty recruitment process for all tenure and non-tenure track positions within ECE with the central office support staff. This process includes, but is not limited to: advertising positions, tracking CV's, travel arrangements, interview scheduling, collection of necessary paperwork, and drafting offer letters. Manage the Appointments, Promotions and Tenure process for ECE faculty with the central office of materials sent to reviewers, support staff. This process includes but is not limited to: preparation reviewing and analyzing the content of materials received prior to circulating to committee members and inserting into dossiers, documenting the voting process, processing the promotions once approved by the Board of Trustees. Space and Facilities Management Maintain interface with departmental/school personnel to coordinate adequate staffing, space and facilities; coordinate purchasing, operational activities to ensure maintenance and renovation activities for the department.
