Position Summary

The State of Connecticut has committed to an expanded stormwater regulatory program for municipalities, and UConn Extension will be providing outreach to towns and institutions to support their compliance with this program. The Municipal Stormwater Visiting Assistant Extension Educator will work on the Municipal Separate Storm Sewer System (MS4) support project, funded through the Connecticut Department of Energy and Environmental Protection (CT DEEP). This position will be housed at the Middlesex County Extension Center, located in Haddam, CT

The individual in this position (Visiting Assistant Extension Educator) will work with an interdisciplinary team of faculty members from the Center for Land Use Education and Research (CLEAR) and NEMO program in UConn’s Department of Extension.  Under the guidance of faculty and others, the individual will be responsible for developing and delivering multi-faceted support to Connecticut municipalities that are subject to recently promulgated Clean Water Act stormwater (“MS4”) regulations. The position will require in-state travel (reimbursed at federal rates) to visit municipalities and institutions.

Duties and Responsibilities

The activities of this project will be determined and carried out in collaboration with faculty members from UConn’s Department of Extension and regulatory partners.  Duties of this position will include, but are not limited to:

  • Assist in populating a comprehensive MS4 web resource.
  • Prepare and deliver webinars on various MS4-related topics.
  • Prepare other media (e.g. fact sheets) on various MS4-related topics.
  • Organize and deliver statewide, regional and local workshops on MS4-related topics.
  • Interact with municipal planners, public works staff, and other municipal employees electronically, in person, and over the phone.
  • Compile and analyze survey data and prepare reports.
  • Report progress and results of the project to the rest of the team on a monthly basis.
  • Evaluate effectiveness of the MS4 educational efforts.
  • Work in a multi-disciplinary team environment.
  • Liaison with CT DEEP, Councils of Governments, professional organizations, and other organizations and institutions involved in stormwater management.
  • Ability to travel to various sites around the state (valid driver’s license required).
  • May require attendance at evening or weekend meetings/workshops.

Minimum Qualifications

  • Master’s degree in water-related discipline (e.g., Hydrology, environmental science, Natural resources management).
  • Knowledge of current municipal stormwater regulations.   
  • Knowledge of Low Impact Development/green stormwater infrastructure techniques.
  • Experience with operating a computer and basic software applications.
  • Demonstrated ability to work within a team environment.
  • Excellent oral and written communication skills.
  • Ability to converse/present in English on the phone and in person with municipal staff.
  • Ability to travel to various sites around the state (valid driver’s license required).

    Preferred Qualifications

    • 1-3 years of experience working directly for or with municipalities on stormwater issues.
    • Experience in developing and delivering engaging educational presentations to diverse audiences.
    • Familiarity with geographic information system (GIS) technology and software.
    Appointment Terms

    This is a full-time (100%) position.  The position is grant-funded and has an end-date that is subject to annual re-appointments contingent upon performance and funding availability.  This position includes an outstanding full benefit package including employee and dependent tuition reimbursement at UConn. Salary will be commensurate with successful candidate’s background and experience.
