Associate in Research – Digital Transformation Policy 


The Technology Policy Lab (TPL) is a research unit situated in the Sanford School of Public Policy at Duke University. The TPL conducts interdisciplinary research in the thematic areas of data, cybersecurity, privacy and artificial intelligence. The TPL is supported through gifts and grants from philanthropic foundations. A grant-funded opening for a Research Associate is available immediately at the TPL, located in Durham, NC. This position is full-time (30 hours per week) for a six-month employment period from mid-September through mid-March, with possibility for extension. 

Occupational Summary 
To provide research on barriers to women’s careers in cybersecurity, with a specific focus on Latin America, and policy options to create impactful mentoring. The larger project aims to create policy recommendations to assist developing countries in the digital transformation of their governments, economies and societies. The TPL’s role is to participate in two workstreams that will 1) investigate the barriers to women’s careers in cybersecurity; and 2) develop a program to test different mentoring mechanisms. 

The successful candidate will have deep understanding of technology policy and the challenges associated with women’s careers in cybersecurity, whether that is on a global-scale or tied to a specific region. The emphasis will be helping the TPL scope its research activities for the larger project. The successful candidate will need experience coordinating with multi-stakeholder research teams and identifying strategies to operationalize research aims. 

Ideally, that candidate will also have the capacity to assist the TPL to build out its research portfolio in one or more of the following areas: 1) cybersecurity in critical infrastructure; 2) challenges to artificial intelligence implementation; and/or 3) the impact of capital investment policy by governments to spur digital transformation.

Responsibilities 
Specific tasks, among others, will include: 
  • Assist the TPL leads David Hoffman and Ken Rogerson in their efforts to scope the TPL’s engagement with the National Cybersecurity Authority of Saudi Arabia and the KAPSARC School of Public Policy in Riyadh Saudi Arabia; 
  •  Engage with key representatives at the Center for Cybersecurity Policy and Law;
  • Collaborate with the Cybersec Cluster in San Jose Costa Rica;
  • Identify key skills and qualifications for the TPL to target for potential hiring associated with the project;
  • Support TPL research projects related to its broader portfolio, including projects related to digital transformation and cybersecurity). This could include managing students or conducting time-bound research activities; 
  • Potentially work with Profs. Hoffman and Rogerson to build a module on key issues related to the digital transformation for classes at Duke University 
Experience 
Candidates must have research experience in digital transformation policy and cybersecurity, utilizing either qualitative or quantitative research methods. The ideal candidate will have demonstrated history with projects that have attempted to inform policy approaches to managing cybersecurity risk, and the development of the cybersecurity workforce. There is a strong preference for fluent Spanish speakers. Additionally, preference will be given to researchers who have experience working with multi-disciplinary project teams. 

Minimum Qualifications 
Graduate degree in law or public policy. Permission to work legally in the U.S.
