The Robert J. Margolis, MD, Center for Health Policy at Duke University (Duke-Margolis) seeks to address critical health policy challenges and improve health, health equity, and the value of health care through practical, innovative, and evidence-based policy solutions. The interdisciplinary nature of Duke-Margolis brings together policy experts, researchers, health care professionals, and students from across Duke’s schools of medicine, nursing, law, public policy, business, and engineering, and fosters extensive relationships with stakeholders both internal and external. These relationships span foundations, private sector organizations, state and federal governments, and global entities. The Center fosters excellence, leadership, and scholarship at every level.
Occupational Summary Duke-Margolis has an opening for a Policy Fellow, Child and Family Health, to develop and manage major components of the Center’s research and policy analysis related to the implementation of child and family health policy. This position serves as a senior-level resource for enhancing policy analysis and research in child and family health policy, advising multiple policy research program areas within Duke-Margolis. The overarching goal of this cross-cutting role is to support the expansion of Duke-Margolis’s impact and development of evidence-based policy recommendations in local, state, national, and global settings. The Policy Fellow will collaborate with and assist policy teams and faculty in implementing programs and conducting policy research and policy analysis in the area of child and family health policy. A priority for the Policy Fellow will be to lead the implementation of the North Carolina Integrated Care for Kids (NC InCK) model. NC InCK is a federally-funded local care delivery and payment model aimed at improving the way children and families receive care and support services. NC InCK works to improve children’s health and well-being, allow children to be at home in safe and nurturing families, and invest public dollars in new ways that focus on more meaningful measures of child well-being. The Policy Fellow will develop relationships with collaborators at Duke, external partners, and funders to identify new opportunities for future growth. The Policy Fellow will connect faculty and research teams to relevant collaborators, partners, funders, and policy makers in their content areas. The Policy Fellow will provide rapid synthesis of new developments, including thematic policy briefs, and strategic guidance on new and current projects in existing content areas. Based on new relationships and collaborations, the Policy Fellow will identify and advise on strategic funding opportunities in child and family health policy for the Center’s portfolios.
Work Performed Policy Implementation, Research, and Analysis Exercise leadership and management responsibility over all contributing units within the Integrated Care for Kids Model. Establish overarching priorities, major schedules, task assignments, and allocation of staff, budget and resources to ensure conformance with program goals and sponsor expectations and requirements. Responsibilities include planning, assigning, and directing work, appraising performance and guiding professional development; making budgetary decisions; and addressing employee relations issues and resolving problems. Participate as a member of the NC InCK Executive Team, along with other senior personnel and key stakeholders in the analysis, planning and strategy formulation of specific goals and objectives. Analyze operations and needs of the model to determine potential enhancements or improvements to procedures and activities. Develop strategies to improve or maintain the effectiveness of NC InCK. Engage with large groups of diverse stakeholders and facilitate the development of the strategic and implementation plan and measurable outcome goals. Manage progress of collaborating stakeholders toward achieving NC InCK program goals. Cultivate and engage high-level health policy research, policy analysis, and subject matter expertise in supporting health policy research teams in their development of high-impact knowledge products, including policy briefs, blogs, white papers, and peer-reviewed publications. Serve as an articulate and effective spokesperson for Duke-Margolis. Represent Duke-Margolis and Duke University at conferences and other key meetings to present findings, foster relationships, and advance Center goals. Interact closely with external collaborators including government agencies, research and/or policy organizations, industry and health system representatives, and other stakeholders. Stakeholder Engagement Create internal and external communication strategies to ensure successful partnerships and collaborations. Represent NC InCK team on behalf of the Executive, Leadership, and Care Integration Teams. Supervise staff in the development of meeting agendas and presentations for different components of the model, stakeholder groups, and partners within the Model region. Direct staff in the development of materials, such as information sheets, PowerPoints, newsletters, national reports, and project website content Identify significant policy and research developments in the position’s focus area, assess the relationship of these developments to the Center’s work, and advise research teams in appropriate incorporation or consideration of these factors to enhance the relevance and impact of Duke-Margolis projects. Provide support and guidance for adapting existing projects to incorporate key cross-cutting principles in the position’s focus area. Collaborate
with policy researchers within Duke-Margolis and faculty across Duke University
to synthesize policy and research developments as applicable in their
respective research areas. Facilitate consideration of policy relevance and the
opportunity for policy impact in areas where faculty may not be familiar. Faculty Engagement Build relationships with Duke University faculty, Departments, Centers, and other units to develop strategic collaboration opportunities. Establish connections by linking Duke University faculty, Departments, Centers, or other units to policy research, education, and policy leads within Duke-Margolis to advance specific activities related to the position’s focus area. Academic Engagement Serve as Research Instructor for select educational initiatives related to the position’s focus area. Support other key activities of the Center on an as-needed basis, which may include teaching, student mentorship, or other work related to the educational mission of Duke-Margolis. Business Management and Development Direct the compilation of NC InCK operational and finance reports with sponsor and grants and contracts team to monitor budgets and contracts. Develop strategies to meet budget expectations and streamline costs, as needed. Negotiate contracts with groups internal and external to Duke University Health System and Duke School of Medicine. Support Center policy research in identifying funding opportunities and securing funding for policy-related initiatives that are relevant to or include components of the position’s focus area. Liaise with and serve as a point of contact for external funders and collaborators to identify and develop significant or strategic funding opportunities for sustainability. Facilitate ongoing communication with sponsors, program staff, and key stakeholders to advance opportunities and maintain positive external and internal relationships. Collaborate with research and policy leads in the elaboration of concept notes and proposals as identified and prioritized by Center leadership, research teams, and collaborating faculty.
Personnel Management and Engagement Provide operational leadership essential to the development of NC InCK care integration model and supervise staff in the implementation of operational systems, processes and policies in support of the NC InCK key goal of integrating care for children across core child services. Supervise staff who are hired in over 10 distinct entities in establishing risk, cost, time, scope, communication and project implementation plans, updates with input from stakeholders, and direct staff in execution of plans. Recruit, manage, and directly supervise staff, including formulating performance standards, conducting evaluations, and recommending personnel actions. Assess hiring needs in consideration of projected workload and funding. Support team members and direct reports to ensure their success; foster a productive environment that encourages professional growth. Mentor junior staff (direct reports and others) in content area knowledge and career interests. Communicate effectively with others, regardless of reporting relationship, to accomplish shared work objectives. Minimum Required Qualifications at this Level Education/Experience:
